Which Stonecrest Records Are Open
Stonecrest is a city, but it is not the county seat. Its municipal files begin with incorporation in 2016. DeKalb County and Georgia custodians therefore hold many of the durable records tied to a Stonecrest name or address. Georgia law starts with a presumption that existing agency records are open unless a specific exemption applies. Access still varies by record set. An online name hit may be public while the image, certificate, or protected field is not.
| Stonecrest record | Responsible custodian | Web access | Other channel |
|---|---|---|---|
| City minutes, contracts, permits | Stonecrest City Clerk or department | Document Center and NextRequest | Inspection or written request |
| Deeds, plats, liens, UCCs | DeKalb Superior Court Clerk, Real Estate | Landmark, 1979 to present | Historical index and public room, 1842 to 1978 |
| Trial court files | Municipal or DeKalb court clerk | DeKalb Smart Search for county courts | Public terminal, counter, or archives request |
| Property and tax rolls | DeKalb Tax Assessor and Tax Commissioner | Owner, address, parcel, and tax searches | Office request |
| Birth and death certificates | Georgia DPH or county vital office | No open certificate index | Eligible requester by mail, online, or walk-in |
| Custody, registry, and licenses | DeKalb Sheriff, GDC, GBI, or Georgia SOS | Official statewide and county tools | Agency records request where offered |
Adoption files, sealed cases, juvenile material, protected addresses, driver data, and sensitive identifiers can be closed or redacted. A mixed file should not be treated as wholly secret when the exempt parts can be removed. Birth certificates and cause-of-death details also have eligibility rules. Marriage copies come from DeKalb Probate Court, while divorce decrees belong to the Superior Court that granted the divorce.
Stonecrest Public Records Custodian Map
The creator of a record usually controls the route. The Stonecrest City Clerk keeps adopted ordinances, resolutions, council minutes, contracts, notices, and related permanent city files. Permits and code records may remain with the department that made them. The city has no published municipal party-name docket, so court requests need a defendant name, citation or case number, and an approximate date.
County land, judicial, and archive records belong to the DeKalb County Clerk of Superior Court. The assessor manages appraisal records, while the Tax Commissioner manages bills and payment status. Probate handles wills, estates, guardianships, and marriage matters. State agencies control statewide certificates, licenses, corporations, corrections data, and registries. This split matters because a Stonecrest mailing label does not shift a deed or Superior Court file to City Hall.
- Custodian
- The office that possesses and maintains the requested government record.
- Index
- A finding aid with names and citations. It may not include the document image.
- Certified copy
- A copy authenticated by the custodian for an official purpose.
- Exemption
- A legal basis for withholding or redacting otherwise responsive material.
Note: Ask for the office's existing record, not an answer or a new report the agency would have to create.
Stonecrest Deed Records Across Two Eras
The DeKalb Clerk's Landmark real-estate portal is the web channel for deeds and related instruments recorded from 1979 forward. Its verified modes include Name, Document, Book and Page, Parcel ID, Filing Date, Clerk File Number, Legal, and Historical Index Book Search. Use every reasonable name spelling. Clerk staff do not research deeds by telephone, and older work may require the historic books or public-access room.
| Landmark field or mode | How it narrows the index | Use note |
|---|---|---|
| Name | Grantor or grantee name | Try variants and company forms |
| Document | Instrument type or identifying data | Separates deeds, liens, plats, and other classes |
| Book and Page | Exact recorded citation | Useful from an assessor card or later deed |
| Parcel ID | Tax parcel identifier | Connects the index to a mapped parcel |
| Filing Date | Recording date range | Limits common-name results |
| Historical Index Book | Older index-book route | Supports research before current web coverage |
A typical recorded-instrument result can list indexed party names and roles, instrument type, filing date and time, book and page, instrument number, cross-references, and an image-access status. Grantor means the person or entity transferring an interest. Grantee means the receiver. Neither an index hit nor a deed proves that a named party lives at the property now.
DeKalb's 1842 Records Boundary
DeKalb land books start in 1842 for a hard historical reason, not merely a digitization gap. A courthouse fire on January 9 of that year destroyed nearly all county records. The clerk had taken the 1836 to 1843 minute book home, so that volume survived along with associated loose material. Later deeds may repeat an earlier recital, and tax, probate, church, and neighboring records can help rebuild part of the trail. They cannot restore the lost record universe.
The scale of current recording is very different. The Clerk reports more than 204,500 title documents, about 641,500 pages, roughly 800 virtual deed books, and more than 82,000 cross-references in a year. That volume makes exact party roles, dates, and citations vital. It also explains why a broad surname request is less useful than a focused index search.
Stonecrest Court Records Beyond Guest View
Stonecrest Municipal Court handles city ordinance and traffic matters. DeKalb Magistrate, State, Superior, and Probate courts each have separate jurisdiction. The county's Judicial Information System offers Smart Search, Search Hearings, and Jail Search. Guest access shows public case and event data. Free registration followed by a request for “Public Access with Documents” is the enhanced image route described by the Clerk.
A docket is the dated list of filings and events in a case. It may show the case number, court, category, filed date, status, parties, judge, hearings, docket entries, and a public disposition. A charge remains an allegation until adjudication, and “closed” does not state the outcome. Read the order when available.
Appointment-only courthouse public-access terminals can display complete public documents beyond the guest web view. Copies are $1 per page. Older cases use the Clerk's archive process, and pre-1990 research follows a stated $20 workflow that includes research and certification components. Federal matters are separate and use PACER for the Northern District of Georgia.
Note: A missing web result can reflect spelling, court jurisdiction, sealed status, or a nondigitized file rather than no case.
Stonecrest Property Records Split Roles
The DeKalb Property Appraisal search accepts owner name, property address, or parcel ID. The assessor roll can identify the owner, situs address, parcel facts, values, exemptions, and a deed citation. Situs means the physical property address. The tax mailing address is where the bill goes, which may be a management office, fiduciary, or stale address rather than a home.
The DeKalb Parcel Viewer adds parcel geometry and jurisdiction context. It does not supply a deed, plat, or survey. Those copies come from the Clerk. The Tax Commissioner's separate search shows billed owner, tax status, and payments. Compare the assessor's January 1 snapshot with deed recording dates before treating a name as current.
A postal Stonecrest or Lithonia label does not prove a parcel is inside the city boundary. Use the municipal layer, then route city permits or code files through Stonecrest only when the property falls within city jurisdiction.
Stonecrest Vital Records Stay Limited
Georgia DPH or a county vital office issues birth and death certificates from 1919 forward. Birth access is limited under O.C.G.A. §§ 31-10-25 and 31-10-26 to the registrant and other authorized requesters who can document eligibility. Cause-of-death copies also have limits. A first certified birth or death copy costs $25, with $5 for each extra copy ordered at the same time.
DPH accepts online, mail, and walk-in orders with valid identification and payment. The published timing differs by route: normal online processing is two to four weeks, expedited online service can take up to five business days, mail can take eight to ten weeks, and a walk-in request may be same day when available. For older evidence, use the event county, library indexes, or the Georgia Archives vital-record resources.
Index is not certificate access. A death or marriage name in a library index does not remove statutory limits from the underlying certificate or sensitive fields.
Stonecrest Public Records in State Systems
Several statewide tools serve Stonecrest even though their custodians are outside the city. The GBI Sex Offender Registry publishes statutory registry fields and carries an anti-harassment warning. Searchers must distinguish registry status from other court or custody facts.
The registry interface below is one of the official public-record channels available for Stonecrest research.
Use identifying details and confirm uncertain results with the responsible sheriff or court, since a name alone can match more than one person.
The Georgia professional-license search accepts profession, license type, first or middle name, last name, and license number. Less input can improve recall, and an asterisk supports a partial wildcard.
A license result should be read by status, profession, and issuing board. It does not establish that a licensee lives at a published business address.
Stonecrest Names in Unclaimed Property
The Georgia Department of Revenue Unclaimed Property Program provides another official name route. It can help a person check whether the state holds funds or property reported under a name. Claims require the program's own identity and ownership proof. Avoid callers or mailers demanding advance fees to recover a supposed asset.
The official state route gives the current claim instructions and avoids relying on contact details supplied by an unknown finder.
Stonecrest Records Offices and Portals
These offices cover the main city and county layers. Hours, access rules, and staff availability can change, so use each linked office before a visit. City Hall handles Stonecrest-created records. The Clerk and assessor offices in Decatur handle the core county systems.

Stonecrest City Hall publishes weekday hours of 8:30 a.m. to 4:30 p.m. The assessor publishes weekday hours of 8:30 a.m. to 5 p.m. Court public-terminal and archive work can require an appointment, so it should not be treated like ordinary walk-in web access.
Stonecrest Records Fees and Estimates
Under O.C.G.A. § 50-18-71, an agency may charge reasonable search, retrieval, redaction, and production costs based on the lowest-paid qualified employee. The first 15 minutes of staff time are free. Letter or legal copies generally may cost 10 cents per page. An estimate above $25 requires notice, and prepayment may be required when estimated cost exceeds $500.
Clerk products follow their own schedules. Regular real-estate copies cost $1 per page, plats cost $2 per page, and a certified real-estate copy costs $2.50 for the first page plus 50 cents for each added page. Inspection of a readily available electronic file may cost less than buying a certified copy. Ask for an estimate, specify whether plain or certified output is needed, and narrow broad date ranges.
Submit a Stonecrest Records Request
The Georgia Open Records Act, O.C.G.A. §§ 50-18-70 through 50-18-77, allows any person to ask the designated custodian for an existing, nonexempt agency record. The agency has three business days to produce it or explain when and at what cost it will be produced. A denial must cite the specific legal exemption. Written requests preserve the clearest record of scope, timing, and response.
- Identify the agency and department that created or keeps the record. Do not send a county deed request to the city.
- Describe the existing series with names, address, date span, and any permit, citation, case, instrument, or book-page number.
- State the preferred electronic format and whether inspection, a plain copy, or certification is needed.
- Ask for a cost estimate or set a cost ceiling. A focused date range can reduce staff search time.
- Keep the submission and response. If material is withheld, check the cited exemption and narrow the request if that solves the issue.
If a dispute remains, Georgia Attorney General open-government guidance and mediation are available, and Superior Court enforcement is a statutory remedy. The Attorney General's request guidance explains the state process. City records not already posted can go through Stonecrest NextRequest.
Use records lawfully. Open access does not permit stalking, threats, harassment, or exposure of a protected address. Verify identity and context with the custodian before acting on a record.
